This triggers extreme rainfall, which contributes to flood disasters. Floods can occur due to heavy rain that lasts for a short time or increased water levels in rivers and lakes. In urban areas, flooding is often exacerbated by inadequate drainage systems, which are unable to accommodate the increasing volume of water. With the increase in surfaces that cannot absorb water, such as concrete, water will flow into drainage channels, causing serious waterlogging. Affected communities often experience difficulty accessing health services, potentially exacerbating the situation. The fact that high-risk communities, such as those in densely populated and poor areas, are more affected is evidence of social injustice. They usually have limited resources to mitigate the effects of flooding and are often unable to recover quickly after a disaster. Therefore, a sustainable development approach that considers adaptation and mitigation to climate change is very important. Better infrastructure design and flood risk management strategies are needed to deal with climate change. Governments and international organizations need to work together to increase disaster management capacity and provide resources to vulnerable communities.
